Under Saarthal Puzzle 2 Glitch : He does run to pick up jyrik's staff but that's it.. It's the first time i've encountered this, i thought maybe i just had to wait a certain length of time, but after 5 minutes i realised it wasnt. Normally when you're faced with pressing a switch you have to solve a puzzle first in order for it to activate and open.
